Apple Campany offers Big Cash Rewards for Help Finding Security Bugs

Apple Inc (AAPL.O) said it plans to offer rewards of up to $200,000 (£152,433) to researchers who find critical security bugs in its products, joining dozens of firms that already offer payments for help uncovering flaws in their products.
The maker of iPhones and iPads provided Reuters with details of the plan, which includes some of the biggest bounties offered to date, ahead of unveiling it on Thursday afternoon at the Black Hat cyber security conference in Las Vegas.
The program will initially be limited to about two dozen researchers who Apple will invite to help identify hard-to-uncover security bugs in five specific categories.

Those researchers have been chosen from the group of experts who have previously helped Apple identify bugs, but have not been compensated for that work, the company said.
The most lucrative category, which offers rewards of up to $200,000, is for bugs in Apple's "secure boot" firmware for preventing unauthorized programs from launching when an iOS device is powered up.
Apple said it decided to limit the scope of the program at the advice of other companies that have previously launched bounty programs.
Those companies said that if they were to do it again, they would start by inviting a small list of researchers to join, then gradually open it up over time, according to Apple.
Security analyst Rich Mogull said that limiting participation would save Apple from dealing with a deluge of "low-value" bug reports.
"Fully open programs can definitely take a lot of resources to manage," he said.
Apple declined to say which firms provided advice.
Such rewards are currently offered by dozens of firms, including AT&T Inc (T.N), Facebook Inc (FB.O), Google (GOOGL.O), Microsoft Corp (MSFT.O), Tesla Motors Inc (TSLA.O) and Yahoo Inc (YHOO.O).
Microsoft, which has handed out $1.5 million in rewards to security researchers since it launched its program three years ago, also offers rewards for identifying very specific types of bugs. Its two biggest payouts have been for $100,000 each.
Not all bounty programs are as focused as the ones from Apple and Microsoft.
Facebook, for example, has an open program that offers rewards for a wide-range of vulnerabilities. It has paid out more than $4 million over the past five years, with last year's average payment at $1,780.

In March, Facebook paid $10,000 to a 10-year-old boy in Finland who found a way to delete user comments from Instagram accounts.

South Sudan agrees to deployment of regional force, IGAD says

Sudan's President Omar al-Bashir is escorted from the meeting hall during the Intergovernmental Authority on Development (IGAD) extraordinary summit on South Sudan in Ethiopia's capital Addis Ababa, August 5, 2016.
South Sudan's government on Friday agreed to allow the deployment of a regional protection force, the regional Africa group IGAD said, following ethnically charged fighting last month in the capital Juba.

"The government of South Sudan has accepted (the deployment of troops) with no condition," Mahboub Maalim, the secretary of the Intergovernmental Authority on Development (IGAD), said after a special summit of the group's leaders in Ethiopia.

Japan protests after Chinese ships sail near disputed islets

Japan protested to China on Friday after Chinese coastguard ships and fishing vessels entered what Tokyo considers its territorial waters around a group of disputed islets, the Japanese foreign ministry said.
Beijing claims the uninhabited, Tokyo-controlled East China Sea islands, called the Senkaku in Japan and Diaoyu in China, and occasionally sends its coastguard vessels near them.
But this is the first time Chinese coastguard ships and fishing vessels have sailed together in the area, in what appeared to be increased assertion of jurisdiction over the islets, a foreign ministry official said.
Japanese Vice Foreign Minister Shinsuke Sugiyama summoned China's ambassador to Japan, Cheng Yonghua, to lodge a strong protest, the ministry said.
China on Friday also accused Japan's new defense minister, Tomomi Inada, of recklessly misrepresenting history after she declined to say whether Japanese troops massacred civilians in China during World War Two.

Ties between China and Japan, the world's second- and third-largest economies, have been plagued by the territorial row, the legacy of Japans' wartime occupation of parts of China and regional rivalry.

Indian forces kill three in Kashmir as fresh protests erupt

Indian security forces opened fire on curfew-defying protesters in the disputed region of Kashmir on Friday, killing three and bringing the number of people killed in a wave of unrest to 55.
The recent protests erupted in July over the killing of Burhan Wani, 22, a commander of the Hizbul Mujahideen militant group, a separatist group.
In Friday's shootings, two protesters were killed in the west of Srinagar, Jammu and Kashmir state's summer capital, and one in the north of the city after crowds began attacking police and paramilitary positions following Friday prayers, a senior police officer said.

More than 100 people were wounded including several police officers, the police officer said, speaking on the condition he was not named because he was not authorized to speak to the media.
India has urged its security forces to act with restraint as they try to keep protesters off the streets and quell near-daily violence that has flared since July 9, but some have accused troops of using excessive force to control the protests.
The Muslim-majority region of Kashmir has been divided between Pakistan and India since shortly after the two countries were carved out of Britain in 1947. Both claim the territory as theirs in full and they have fought two of their three wars over the region.
The weeks-long unrest has further strained relations between the two countries and this week threatened to overshadow a regional forum meeting in Islamabad that was attended by India's interior minister.
India accuses Pakistan of smuggling fighters across its border to attack forces in the Indian-administered portion of the region, a charge Islamabad strongly denies.
Militant attacks against Indian forces have fallen substantially from a peak in the 1990s, but the Indian state has failed to tackle widespread resentment against its rule and there remains a simmering insurgency.

Prime Minister Narendra Modi's government has vowed to continue hunting militants while increasing aid and development for the region.

The Sleeping Position of WomenReveal A Lot About Them

Your body posture and stance say can tell the world a lot about you, whether you realize it or not. When you’re awake, however, you’re at least somewhat in control of how you appear to the world. When you’re asleep, on the other hand, your subconscious takes over. If you find yourself sleeping in the same position, night after night, that can be very revealing. Your posture when you’re asleep is a window into your psyche—it can reveal your secrets. Here’s what your sleeping position says about you.

1 - When you fall asleep with something in your arms—be it a pillow, a teddy bear or a comforter—it implies you’re very trusting, and open with others—perhaps to a fault! Your friends know that you’re a trustworthy companion who will always have their back, even if you can be a little bit clingy from time to time.

2 - Sleeping Freefall

If you sleep on your stomach, with your hands tucked under your pillow, that implies that you have a welcoming personality—you’re warm, generous and open to people and new ideas. You may also be a bit sensitive, though.

3 - Side logger

People who sleep on one side or the other tend to be calmer than other types of people, and overly trusting. The world doesn’t bother them as much as other types, and they can let things roll off their backs. You’re outgoing and charismatic, and a fun person to talk with at parties.
4 - Sleeping like a straight board

If you find yourself spending the night flat on your back, ramrod straight, than you are likely a more quiet and reserved person—you don’t need to be holding on to anything to express yourself. It express a confidence and a self-awareness, as well. You think highly of yourself, and are confident in your everyday interactions. You’re probably also a little bit of a perfectionist—everything must be in its right place.
#5 - The snorer

Snorers find themselves irritated a lot throughout the day. This might be because you don’t get much sleep—either because your snoring keeps you up, or your snoring wakes up your significant other, and then they wake you up.

Russell Square stabbings: Man arrested on suspicion of murder

A man has been arrested on suspicion of murder after a US citizen was killed and five other people were injured in a knife attack in central London.
Police believe the attack in Russell Square on Wednesday was "spontaneous", with victims "selected at random".
The woman who died was thought to be in her 60s. The injured people were from Britain, America, Israel and Australia.
Police arrested a 19-year-old Norwegian national of Somali origin. They say there is no evidence of radicalisation.
The Met Police's assistant commissioner for specialist operations, Mark Rowley, said the investigation was increasingly pointing to the attack being "triggered by mental health issues".
He had earlier said the force was considering terrorism as a line of inquiry. Mr Rowley, Britain's most senior counter-terrorism officer, told a press conference it had been necessary to consider "all possibilities" following recent terror attacks across Europe.

The Internet, the Deep Web, and the Dark Web

If you’re into computer security at all you may have heard of terms like “Deep Web” and “Dark Web”. The terms can be confusing so here are the basics:
  • The Internet: This is the easy one. It’s the common Internet everyone uses to read news, visit Facebook, and shop. Just consider this the “regular” Internet.
  • The Deep Web: The deep web is a subset of the Internet that is not indexed by the major search engines. This means that you have to visit those places directly instead of being able to search for them. So there aren’t directions to get there, but they’re waiting if you have an address. The Deep Web is largely there simply because the Internet is too large for search engines to cover completely. So the Deep Web is the long tail of what’s left out.
  • The Dark Web: The Dark Web (also called Darknet) is a subset of the Deep Web that is not only not indexed, but that also requires something special to be able to access it, e.g., specific proxying software or authentication to gain access. The Dark Web often sits on top of additional sub-networks, such as Tor, I2P, and Freenet, and is often associated with criminal activity of various degrees, including buying and selling drugs, pornography, gambling, etc. While the Dark Web is definitely used for those things more than the standard Internet or the Deep Web, there are many legitimate uses for the Dark Web as well.

Common Dark Web resource types are media distribution, with emphasis on specialized and particular interests, and exchanges where you can purchase illegal goods or services. These types of sites frequently require that one contribute before using, which both keeps the resource alive with new content and also helps assure (for illegal content sites) that everyone there shares a bond of mutual guilt that helps reduce the chances that anyone will report the site to the authorities.
  • Summary

    1. The Internet is where it’s easy to find things online because what you’re searching for is all in search engines.
    2. The Deep Web is the part of the Internet that isn’t necessarily malicious, but is simply too large and/or obscure to be indexed due to the limitations of crawling and indexing software (like Google/Bing/Baidu).
    3. The Dark Web is the part of the non-indexed part of the Internet (the Deep Web) that is used by those who are purposely trying to control access because they have a strong desire for privacy, or because what they’re doing is illegal.

    Notes

    1. The Wikipedia article on the Deep Web.
    2. The Wikipedia article on the Dark Web.
    3. Both the Deep and Dark web ride on top of Internet infrastructure, so it’s important to understand the difference between the Internet that’s searchable as an experience vs. the Internet as the set of connections and protocols that enable connectivity.
    4. The Dark Web is likely to come under increased scrutiny by authorities because of its potential use by terror organizations to coordinate attacks. This could include communication forums that require special access methods, require the use of encryption, and various types of strong authentication.
    5. The use of “The Internet” above is somewhat confusing, as the Internet generally refers to the infrastructure that connects things. The usage here pertains to the user perspective, where they’re using “The Internet” (through a search engine) to find a recipe, to order a book online, etc.
    6. Controlling access in the context of the Dark Web is not simply a matter of requiring a login to a web page. Access in this sense means you needing to do something special just to be able to interact with the service in question, such as using a VPN, or a proxy, or an anonymized network. Additional authentication is usually required once you arrive to the resource as well.
    7. Not all Deep Web (or even Dark Web) resources are illicit, immoral, or illegal. There are some communities that are simply anti-establishment or pro-privacy to a degree that they believe they should be able to function without oversight or judgement by anyone.

Highlights of Dar es Salaam 2016 Mobile 360 Africa Conference

The 2016 Mobile 360 Africa conference was held for the first time in Dar es Salaam, Tanzania on 26–28th July 2016. The conference aimed at outlining new strategies and cross-industry collaboration to accelerate mobile access across the region. The event gathered operators, government officials, Information and Communications Technology (ICT), finance, Non-Governmental Organizations (NGOs) and media leaders across Sub-Saharan Africa and beyond. Their focus was to evaluate how to elevate access across the region with focus on digital inclusion, network coverage and customers’ quality of experience. “More than half a billion people across Africa are now subscribed to a mobile network, providing them not just with connectivity but a gateway to a range of other essential services in areas such as digital identity, healthcare and financial services,” said Mats Granryd, Director General, GSMA. “The positive transformational impact of mobile is being felt more profoundly in Africa than anywhere else in the world; Africa’s mobile industry is at the forefront of helping to deliver the United Nations’ Sustainable Development Goals,” added Granryd. GSMA Connected Women Initiative On the first day of the event, the GSMA announced that a further 9 operators joined the Connected Women Commitment Initiative. The initiative focuses on reducing the gender gap in mobile internet and mobile money services. The newly joined operators include Orange Mali, Smart Burundi, Smart Tanzania, Smart Uganda, Tigo Chad, Tigo Ghana, Tigo Senegal, Tigo Tanzania and Zantel. Closing the gender gap in mobile phone ownership and usage in the developing world could unlock an estimated USD170b market opportunity for the mobile industry in the period 2015–2020, according to a press release published by GSMA. Tanzania Rural Connectivity Project During the event, the GSMA also announced that a rural mobile network, built by AMOTEL and the World Telecom Labs (WTL), is now active in 3 remote Tanzanian villages. None of these villages have ever been covered by any kind of telephone network before. Each village has a minimum of 1,500 people with Average Revenue per User (ARPU) of around USD2.5. Granryd concluded, “To connect the unconnected, governments with large rural communities need to promote the acceleration of national broadband coverage by releasing low-frequency spectrum, incentivizing commercial sharing arrangements to facilitate infrastructure roll-out in rural areas, and creating an enabling taxation environment in order to deliver the mobile internet, even in the most challenging of places.” GSMA Ecosystem Accelerator Innovation Fund On the second day of the conference, the GSMA announced the launch of the GSMA Ecosystem Accelerator Innovation Fund. The Fund will support innovative start-ups in emerging markets and is open to start-ups from and operating in Africa and selected countries in Asia. The Fund is backed by the UK Department for International Development (DFID) and supported by the GSMA and its members. The Fund will provide funding and mobile-focused mentoring and technical assistance to selected start-ups, and establish partnerships between operators and start-ups to increase the reach of innovative mobile services. The Fund will run several rounds between 2016 and 2020, with each round having specific areas of focus. During the first funding round, which will disburse approximately GBP2m, applicants must focus on: Sharing Economy – defined as any mobile-based platform, product or service which enables low-income citizens in emerging markets to generate income from ‘under-utilized assets’, such as free personal time or vehicle use, by sharing those assets with their peers. Services for Small and Medium Enterprises (SMEs) – defined as any mobile-based solution, product or service designed for micro and SMEs in emerging markets that unlock improved productivity and growth.

Rural Mobile Network Expand to New Villages in Tanzania District

A rural mobile network, built by AMOTEL and the World Telecom Labs (WTL), is now active in 3 remote Tanzanian villages in the Mwanga District of the Kilimanjaro region. The announcement was made during the GSMA Mobile 360 Africa conference on July 26th 2016. None of these villages have ever been covered by any kind of telephone network before. Each village has a minimum of 1,500 people with Average Revenue per User (ARPU) of around USD2.5. AMOTEL installed the Village Voice and Data (Vivada) system of WTL in each village. The system provides both GSM and wifi networks. Each network has a radius of 12km to cover people living outside the village centers. Local engineers have been trained to manage the networks. A cyber café and calling cabin have also been built in each village, while residents were encouraged to adopt mobile money and other transformative applications. Robert Mabele, Board Chairman of AMOTEL, said “This is a major milestone both for AMOTEL and for Tanzanians in rural areas who want to be able to use their phones, tablets and computers in the same way as people living in more urban areas.” AMOTEL’s networks were financed by the Universal Communications Service Access Fund (UCSAF) as part of its USD9.6m investment to improve connectivity in Tanzania. Following the success of these networks, AMOTEL hopes to connect another 50 villages over the next 6 months and 500 within 2 years. It is now looking for additional investment to fund these networks. AMOTEL Tanzania The Mkulima African Telecommunication Company (MTC), operating under the brand name AMOTEL is the first Mobile Virtual Network Operator (MVNO) in Tanzania. The company’s goal is to provide excellent and affordable telecommunication services to low-income communities in rural and urban areas. AMOTEL was established in 2015 with a mission to embrace new innovations and developments to serve low ARPU rural areas with little or no infrastructure. The company estimates that the current mobile subscriber base is only 28m out of Tanzania’s total population of 50m.

Tanzania Macroeconomic Performances Remain Strong, IMF Indicate

The fourth review of the International Monetary Fund (IMF) program in Tanzania concluded that the country’s macroeconomic performances remain strong. The conclusion was made by the Executive Board of the IMF on July 18th 2016 after the review of the Policy Support Instrument (PSI) for Tanzania. The PSI helps low-income countries to design effective economic plans that once approved by the IMF, are addressed to international donors, multilateral development banks, and foreign markets. “Tanzania’s macroeconomic performance has been strong under the PSI. Growth has remained close to 7% and inflation is moderate. Most quantitative program targets for end-2015 were met […],” said Mr. Min Zhu, IMF’s Deputy Managing Director and Acting Chair. The favorable macroeconomic outlook is supported by Tanzania’s development agenda. However, the country’s authorities need to ensure that spending does not exceed available resources. For this, careful prioritization and implementation of expenditures under the 2016–2017 budget of Tanzania will be required, according to Min Zhu. “Vigorous reforms will be required to foster further structural transformation of the economy. The authorities’ focus on creating a better environment for business and job creation is welcome […]. Improving the financial sustainability of the public electricity utility, TANESCO, is critical for the development of the [Tanzanian] energy sector. Tanzania could also benefit from the completion of the East African Community common market,” he added. Tanzania Macroeconomic Performances Tanzania’s GDP grew by 7% in 2015, with activity particularly strong in the construction, communication, finance, and transportation sectors, the IMF press release indicates. Inflation in Tanzania remained in single digits throughout 2015, averaging 5.6%, close to the authorities’ target of 5%. The current account deficit declined from 10.7% of GDP in 2013–2014 to a projected 8.6% in 2015–2016, mainly due to lower oil prices. The banking system appears sound overall, but there is wide variation within the system, according to the IMF.

Tanzania Private Sector Urged to Invest in Uganda Oil Refinery

The Minister of Energy and Minerals of Tanzania, Prof. Sospeter Muhongo urged the private sector to invest in the upcoming oil refinery in western Uganda. The oil refinery will process the oil for exports within the East African Community (EAC). This was indicated in a recently published press release by the Ministry of Energy and Minerals of Tanzania. The country has committed to pay USD150.4m for 8% ownership in the refinery. The Government will be involved in its construction through Public Private Partnerships (PPPs) with the private sector. The project is worth USD2.5b. A private consortium will own 60% of the refinery. Uganda has allocated the remaining 40% of the shares to the EAC member states of Burundi, Kenya, Rwanda, Tanzania, and Uganda itself. The construction of the Uganda oil refinery is part of the East African Crude Oil Pipeline (EACOP) project. EACOP will transport crude oil from Uganda’s oil fields to Tanga, Tanzania, a port on the Indian Ocean. The pipeline will be 1,443km long with the capacity of carrying 200,000 barrels per day and total cost of USD3.55b. The Uganda refinery will be built to process the oil needed locally and regionally, while the rest will be exported via EACOP to the Indian Ocean.

Huyu Ndege aliyesafiri kutoka Finland hadi Uganda

Tanzania Government Headquarter to Move to Dodoma

Tanzania’s President John Magufuli announced on July 23rd 2016 that he will ensure the Government headquarters move to Dodoma over the next 5 years. On July 25th 2016, the Tanzanian Prime Minister Kassim Majaliwa announced that his office will move from Dar es Salaam to Dodoma in September 2016. On July 27th 2016, Tanzania’s Minister of State in the Prime Minister’s Office, Jenista Mhagama said that she and her deputies will shift to Dodoma at the beginning of August 2016. Prime Minister Majaliwa urged the private sector to invest in Dodoma’s services sector. He also called on municipalities to cooperate with the Tanzanian National Roads Agensy (TANROADS) to improve local roads and traffic lights in Dodoma. Godfrey Simbeye, Executive Director of the Tanzania Private Sector Foundation (TPSF), told local media that the private sector sees the Government’s plan to move to Dodoma as a business opportunity since investments will be needed to meet the demand of the growing population. The decision to move the Government’s headquarters from Dar es Salaam to Dodoma was originally taken by former President Julius Nyerere in 1973. During that time, the Tanzanian government wanted to move the capital from Dar es Salaam to a more central location to better serve the needs of the people. However, Nyerere’s decision wasn’t implemented due to financial constraints and economic difficulties.

GSMA Launch Tanzania Rural Connectivity Project

Worldwide mobile operators association GSMA launched the Tanzania Rural Connectivity Project on July 26th 2016 to expand mobile broadband network coverage across the country. The project is the first active infrastructure sharing initiative in East Africa between mobile network operators (MNOs) Airtel, Millicom (Tigo) and Vodacom. The mobile operators have committed to launch 6 3G pilot sites across Tanzania to test the sustainable provision of mobile broadband services to 13m people living in rural Tanzania. The agreement is the result of a year-long collaboration between GSMA, the 3 local operators and the Government of Tanzania. “This cooperation between the Tanzanian MNOs demonstrates that the industry is committed to connecting the unconnected – particularly the millions living in rural areas – and enabling them to gain access to essential internet services,” said Mats Granryd, Director General of GSMA during the Mobile 360 Africa conference taking place in Dar es Salaam between 28 and 29th July 2016. “We don’t stop until every Tanzanian is connected”, said Ian Ferrao, Managing Director at Vodacom Tanzania. Tanzania Mobile Connectivity As of the end of 2015, there were over 17m individual mobile subscribers in Tanzania, accounting for 34m connections across the country, according to GSMA. However, Tanzania’s population of 49m people is widely dispersed, with 69% of the population living in rural regions. Operators have so far been able to deploy their 2G networks to up to 85% of the Tanzanian population, while 3G network deployment is mostly limited to urban areas, resulting in only 35% of the population being covered and able to access the mobile internet. “[…] Building on the 17m [Tanzanian] citizens who currently access the internet, this initiative will focus on the remaining 13m citizens in Tanzania yet to be connected to the internet,” Granryd commented. GSMA The GSMA represents the interests of mobile operators worldwide, uniting nearly 800 operators with almost 300 companies in the broader mobile ecosystem. These include handset and device makers, software companies, equipment providers and internet companies, as well as organizations in close industry sectors.

Mchina aliyemfanyia unyama Mtanzania atiwa mbaroni.

China - Tanzania-Port Development Package Signed

Tanzanian Officials said the 800 million USD bilateral package of infrastructure developments will spur Tanzania’s economy forward. The agreements clear way for China to fund and construct a 10 billion USD port at Bagamoyo as well as other infrastructure projects. “President Xi’s visit is historic” Tanzania’s Minister of Foreign Affairs and International Co-operation Bernard Membe said. “Apart from unveiling China’s policy towards Africa through Tanzania, Tanzania has signed with China 19 valuable agreements. An agreement like that of the port of Bagamoyo is a lifelong investment” he added. The Port of Bagamoyo is scheduled for completion in 2017 and will handle twenty times more cargo than Tanzania’s largest port in the Capital. Under this Chinese-Tanzanian initiative there will also be loan agreements between Bank of Tanzania and the Export-Import Bank of China, creation of modern industrialisation and agricultural zones and the establistment of a Chinese Cultural Centre in Tanzania.
